snapshot, for off-chain consumers (SDK and devInspect cadence discovery by the
keeper, price updater, and dashboard) that would otherwise need one read per
cadence. The vector holds one entry per cadence in cadence_periods, indexed by
cadence ID; disabled cadences are present as their all-zero configuration.
